Project News

EDF Renewables (EDF R) is developing a proposal for a new wind farm to be built south of Newtown, Powys.  Fourteen local farmers and their wider families are partners in the project.

The project was first announced publicly in January 2020. EDF R has sought planning permission from Powys County Council to erect a met mast on site to record accurate wind speed data, and has submitted a coping report to the planning inspectorate.

In late January, EDF R held public information days (PIDs) in the local community to share details of the proposed project with local residents and invite their feedback. Five events took place in different communities near the proposed wind farm site. The sessions were very well attended, and the feedback was constructive. A report on the events and the feedback received is available to download from the links below.   EDF R will be hosting further PIDs once there has been progress on the project and there is more to share with local communities.

During the spring, EDF R will be discussing grid connection issues with the grid companies.  Important site investigations will continue throughout the late winter and spring months.

We are also attending local community council meetings at their invitation, to discuss the project in more detail and hear feedback from community representatives.

Newyddion am y Prosiect

Mae Ynni Adnewyddadwy EDF (EDF R) yn datblygu cynnig am fferm wynt i’w hadeiladu i’r de o’r Drenewydd, Powys. Mae 14 ffermwr lleol a’u teuluoedd ehangach yn bartneriaid yn y prosiect.

Cyhoeddwyd y prosiect yn gyhoeddus am y tro cyntaf ym mis Ionawr 2020. Mae EDF R wedi gofyn am ganiatâd cynllunio gan Gyngor Sir Powys i godi mast meteorolegol ar y safle er mwyn cofnodi data cyflymder gwynt manwl gywir, ac wedi cyflwyno adroddiad ymdopi i’r arolygiaeth gynllunio.

Ddiwedd mis Ionawr, cynhaliodd EDF R ddiwrnodau gwybodaeth i’r cyhoedd yn y gymuned leol er mwyn rhannu manylion y prosiect arfaethedig gyda thrigolion lleol a gofyn am eu hadborth. Cynhaliwyd pum digwyddiad mewn gwahanol gymunedau ger safle’r fferm wynt arfaethedig. Daeth nifer o bobl i’r sesiynau, ac roedd yr adborth yn adeiladol. Mae adroddiad am y digwyddiadau hyn a’r adborth a gafwyd ar gael i’w lawrlwytho o’r dolenni isod. Bydd EDF R yn cynnal rhagor o ddiwrnodau gwybodaeth i’r cyhoedd unwaith i’r prosiect ddatblygu a bod mwy i’w rannu gyda chymunedau lleol.

Yn ystod y gwanwyn, bydd EDF R yn trafod materion cysylltu â’r grid gyda’r cwmnïau grid. Bydd ymchwiliadau pwysig yn y safle yn parhau yn ystod diwedd y gaeaf a misoedd y gwanwyn.

Rydyn ni hefyd yn mynychu cyfarfodydd cynghorau cymuned lleol ar eu gwahoddiad, er mwyn trafod y prosiect yn fanylach a chlywed adborth gan gynrychiolwyr o’r cymunedau.

Project Description

The project is being scoped for up to 22 turbines, each generating approximately 5MW, with a tip height of up to 149.9 metres. 

The Garn Fach Wind Farm would be an important source of low carbon electricity and could:

  • Have a generating capacity of around 110 MW
  • Meet the average annual domestic electricity requirements of up to 66,000 households*
  • Save approximately 110,000 tonnes of carbon dioxide emissions annually**

 

The Garn Fach Wind Farm would also support the Welsh Government to meet its decarbonisation targets, which are:

  • Wales to be generating 70% of its electricity consumption from renewables by 2030
  • Reduce carbon emissions by at least 95% by 2050

 

The final planning decision will be taken by the Welsh Government Minister following the advice and recommendations of an independent planning inspector.  Powys County Council is a statutory consultee.

Disgrifiad o’r Prosiect

Mae hyd at 22 tyrbin yn cael eu hystyried ar gyfer y prosiect, pob un yn cynhyrchu tua 5 MW, gydag uchder y brig hyd at 149.9 metr. 

Byddai Fferm Wynt Garn Fach yn ffynhonnell bwysig o drydan carbon isel a gallai:

  • Gael capasiti cynhyrchu o tua 110 MW
  • Gwrdd ag anghenion trydan domestig blynyddol hyd at 66,000 cartref*
  • Arbed tua 110,000 tunnell o allyriadau carbon deuocsid bob blwyddyn**

 

Byddai Fferm Wynt Garn Fach hefyd yn helpu Llywodraeth Cymru i wireddu ei thargedau dadgarboneiddio, sef:

  • Bod Cymru yn cynhyrchu 70% o’i defnydd trydan o ynni adnewyddadwy erbyn 2030
  • Lleihau allyriadau carbon o leiaf 95% erbyn 2050

 

Caiff y penderfyniad cynllunio terfynol ei wneud gan Weinidog Llywodraeth Cymru, gyda chyngor ac argymhellion gan arolygydd cynllunio annibynnol. Mae Cyngor Sir Powys yn ymgynghorai statudol.

Community

EDF R is committed to delivering local benefits and working in partnership with local communities.

The Garn Fach community benefit fund will be £5,000 per megawatt, which could be up to £550,000 each year the wind farm is operational.  The community will decide what local good causes will benefit from funding.   

In line with EDF R’s good practice, and to meet the Welsh Government’s target for renewable energy projects to have an element of local ownership, we are exploring ways in which the community can have a stake in Garn Fach. 

Many local businesses already supply the renewables industry in Powys.  We will ensure that Garn Fach delivers contracts to local suppliers.  EDF R is a member of the Mid Wales Chamber of Commerce and we’ll work with them to ensure that local firms can access contract opportunities.  

As part of the engagement process we will establish a wind farm community liaison group to share information and respond to queries.

Mae EDF R wedi ymrwymo i ddarparu buddion lleol a gweithio mewn partneriaeth gyda chymunedau lleol.

£5,000 fesul megawat fydd cronfa budd cymunedol Garn Fach, a allai fod hyd at £550,000 bob blwyddyn mae’r fferm yn weithredol. Y gymuned fydd yn penderfynu pa achosion da lleol fydd yn elwa o’r arian.    

Yn unol ag arfer da EDF R, ac er mwyn cwrdd â tharged Llywodraeth Cymru sy’n nodi y dylai elfen o berchnogaeth leol fod yn rhan o brosiectau ynni adnewyddadwy, rydyn ni’n archwilio ffyrdd y gall y gymuned fod yn rhan o Garn Fach. 

Mae nifer o fusnesau lleol eisoes yn cyflenwi’r diwydiant ynni adnewyddadwy ym Mhowys. Byddwn ni’n sicrhau bod Garn Fach yn darparu cytundebau i gyflenwyr lleol. Mae EDF R yn aelod o Siambr Fasnach Canolbarth Cymru a byddwn ni’n gweithio gyda nhw i sicrhau y gall busnesau lleol gyrchu cyfleoedd i gael cytundebau.

Fel rhan o’r broses ymgysylltu byddwn ni’n sefydlu grŵp cyswllt cymunedol i rannu gwybodaeth ac ymateb i ymholiadau.

Garn Fach Wind Farm Timeline

  • January 2020 - the Garn Fach Wind Farm is announced, public information days are held, and EDF R submits a scoping report to the planning inspectorate.
  • EDF R will inform planning inspectors of its intention to submit a planning application for the construction of a wind farm at Garn Fach.
  • There will be further engagement with local communities and stakeholders, including a pre-application public consultation (summer 2020) on the plan and the preparation of the Environmental Statement.
  • EDF R will submit a planning application before the end of 2020.
  • The independent planning inspector will examine the application - and there may be a hearing or inquiry - to make recommendations to the Welsh Government Minister.
  • The Welsh Government Minister has 12 weeks to make a final decision on the planning application.

  • Ionawr 2020 – cyhoeddir Fferm Wynt Garn Fach, cynhelir diwrnodau gwybodaeth i’r cyhoedd, ac mae EDF R yn cyflwyno adroddiad cwmpasu i’r arolygiaeth gynllunio.
  • Bydd EDF R yn hysbysu’r arolygwyr cynllunio o’i fwriad i gyflwyno cais cynllunio i adeiladu fferm wynt yng Ngarn Fach.
  • Bydd ymgysylltiad pellach â chymunedau lleol a rhanddeiliaid, gan gynnwys ymgynghoriad cyhoeddus cyn ymgeisio (haf 2020) ar y cynllun a pharatoi'r Datganiad Amgylcheddol.
  • Bydd EDF R yn cyflwyno cais cynllunio cyn diwedd 2020.
  • Bydd yr arolygydd cynllunio annibynnol yn archwilio’r cais – ac efallai bydd gwrandawiad neu ymchwiliad – er mwyn rhoi argymhellion i Weinidog Llywodraeth Cymru.
  • Mae gan Weinidog Llywodraeth Cymru 12 wythnos i wneud penderfyniad terfynol ynglŷn â’r cais cynllunio.
