EDF Renewables (EDF R) is developing a proposal for a new wind farm to be built south of Newtown, Powys.  Fourteen local farmers and their wider families are partners in the project.

We held our first round of public consultation soon after announcing the project in January 2020. We are now in a position to provide an update and seek further feedback during this second round of consultation which runs from 26th October to 16th November.

Because of COVID-19, we won’t be able to meet face-to-face this time, and we are conducting our consultation remotely. You’ll find lots of information in our virtual exhibition, including an online feedback form, presentations, banners, maps and fly-through videos.

We have sent an information leaflet to every household within a 10km radius of the proposed site giving an update and an opportunity to provide feedback via a freepost return feedback form.

Mae EDF Renewables (EDF R) yn datblygu cynnig i adeiladu fferm wynt newydd i'r de o'r Drenewydd, Powys. Mae 14 o ffermwyr lleol a'u teuluoedd ehangach yn bartneriaid yn y prosiect.

Cynhaliwyd ein cylch cyntaf o ymgynghori cyhoeddus yn fuan ar ôl cyhoeddi'r prosiect ym mis Ionawr 2020. Rydym ni bellach mewn sefyllfa i roi'r wybodaeth ddiweddaraf a gofyn am adborth pellach yn ystod yr ail gylch ymgynghori hwn sy'n rhedeg rhwng 26 Hydref a 16 Tachwedd.

Oherwydd COVID-19, ni fyddwn yn gallu cwrdd wyneb yn wyneb y tro hwn, ac rydym ni’n cynnal ein hymgynghoriad o bell. Cewch lawer o wybodaeth yn ein harddangosfa rithwir, gan gynnwys ffurflen adborth ar-lein, cyflwyniadau, baneri, mapiau a fideos o’r awyr.

Project Description

The project is being scoped for up to 22 turbines, each generating approximately 5 MW, with a tip height of up to 149.9 metres.

The Garn Fach Wind Farm would be an important source of low carbon electricity and could:

  • Have an installed capacity of around 110 MW
  • Meet the average annual domestic electricity requirements of up to 59,000 households*

 

The Garn Fach Wind Farm would also support the Welsh Government to meet its decarbonisation targets, which are:

  • Wales to be generating 70% of its electricity consumption from renewables by 2030
  • Reduce carbon emissions by at least 95% by 2050, with an ambition to meet net zero carbon emissions

 

The final planning decision will be taken by the Welsh Government Minister following the advice and recommendations of an independent planning inspector.  Powys County Council is a statutory consultee.

Disgrifiad o’r Prosiect

Mae'r prosiect yn cael ei gwmpasu ar gyfer hyd at 22 tyrbin, pob un yn cynhyrchu tua 5 MW, gydag uchder brig o hyd at 149.9 metr.

Byddai Fferm Wynt Garn Fach yn ffynhonnell bwysig o drydan carbon isel a gallai:

  • Fod â chapasiti wedi ei osod o tua 110 MW
  • Bodlon gofynion trydan domestig blynyddol cyfartalog hyd at 59,000 o gartrefi*

 

Byddai Fferm Wynt Garn Fach hefyd yn helpu Llywodraeth Cymru i gyrraedd ei thargedau datgarboneiddio, sef:

  • Cymru i gynhyrchu 70% o'i defnydd o drydan o ynni adnewyddadwy erbyn 2030
  • Lleihau allyriadau carbon o leiaf 95% erbyn 2050, gydag uchelgais i fodloni allyriadau di-garbon net

 

Gweinidog Llywodraeth Cymru fydd yn gwneud y penderfyniad cynllunio terfynol yn dilyn cyngor ac argymhellion arolygydd cynllunio annibynnol.  Mae Cyngor Sir Powys yn ymgynghorai statudol.

Community

EDF R is committed to delivering local benefits and working in partnership with local communities.

The Garn Fach community benefit fund will be £5,000 per megawatt, which could be up to £550,000 each year the wind farm is operational.  The community will decide what local good causes will benefit from funding.  

In line with EDF R’s good practice, and to meet the Welsh Government’s target for renewable energy projects to have an element of local ownership, EDF R is offering local communities the opportunity to invest up to 10% in the project.

Many local businesses already supply the renewables industry in Powys.  We will ensure that Garn Fach delivers contracts to local suppliers.  EDF R is a member of the Mid Wales Chamber of Commerce and we’ll work with them to ensure that local firms can access contract opportunities. 

As part of the engagement process we have established a wind farm community liaison group to share information and help us to progress our plans.

Mae EDF R wedi ymrwymo i sicrhau buddion lleol a gweithio mewn partneriaeth â chymunedau lleol.

Bydd cronfa budd cymunedol Garn Fach yn £5,000 y megawat, a allai fod hyd at £550,000 bob blwyddyn mae'r fferm wynt yn weithredol. Bydd y gymuned yn penderfynu pa achosion da lleol fydd yn elwa o gyllid.  

Yn unol ag arfer da EDF R, ac er mwyn cyrraedd targed Llywodraeth Cymru i brosiectau ynni adnewyddadwy  gael elfen o berchnogaeth leol, mae EDF R yn cynnig cyfle i gymunedau lleol fuddsoddi hyd at 10% yn y prosiect.

Mae llawer o fusnesau lleol eisoes yn cyflenwi'r diwydiant ynni adnewyddadwy ym Mhowys. Byddwn yn sicrhau bod Garn Fach yn darparu contractau i gyflenwyr lleol. Mae EDF R yn aelod o Siambr Fasnach y Canolbarth a byddwn yn gweithio gyda nhw i sicrhau bod cwmnïau lleol yn gallu manteisio ar gyfleoedd i sicrhau contractau. 

Fel rhan o'r broses ymgysylltu rydym ni wedi sefydlu grŵp cyswllt cymunedol y fferm wynt i rannu gwybodaeth a'n helpu ni i ddatblygu ein cynlluniau.

Garn Fach Wind Farm Timeline

  • January 2020 - the Garn Fach Wind Farm proposal was announced, and public information days were held
  • Spring 2020 - Scoping Direction received from the Planning Inspectorate
  • Summer 2020 – Wind monitoring mast installed on site
  • September 2020 – First meeting of the Community Liaison Group
  • October & November 2020 – Second round of non-statutory, informal, public consultation
  • Early 2021 – Statutory 6-week pre-application consultation (and publication of the draft Environmental Statement)
  • 2021 – EDF R will submit a planning application with Environmental Statement
  • 2021 – Examination of the planning application is undertaken by the independent planning inspector, with a recommendation to the Welsh Government Minister
  • 2022 – A decision by the Welsh Government Minister
